It'll take the DM ruling that (a) the sheath is opaque enough and (b) that you can cast it on just the blade. But it doesn't have to be a blade/sheath, that's just for flavor.Spells either use a Saving Throw or an Attack Roll, and you can use ranged spells that require their target or targets to make a Saving Throw if you're caught in melee range. Magic Missiles requires neither an attack roll or a saving throw! There is also a fighting style called Close Quarters Shooter in the underdark UA.The spell listing section will say whether the spell requires the caster to make an attack role or whether it requires the target of the spell to make a saving throw. The spell description will also indicate which saving throw. e.g. "FIRE BOLT Make a ranged spell attack against the target. On a hit, the target takes 1d10 fire damage.".
